Job Description

Located in the south-eastern end of Renfrew County, the Township of Greater Madawaska is less than a 50-minute commute from the east-end of Ottawa. As one of the largest Townships in the area, the community has a population of 2864 and is 1018sq/km. The Township of Greater Madawaska has become home to many successful businesses within the tourism and hospitality industry such as ski hills, golf course, art galleries, campgrounds and high caliber timeshares and motel facilities. Significant crown owned lands afford visitors and residents alike hundreds of excellent fishing lakes and thousands of acres for outdoor activities all year long.


Due to it’s close proximity to Ottawa, the Township has been experiencing significant growth and has a number of site plan and devilment applications underway. As a result there is a need for an individual with a planning background to lead the department and small team. While a planning background and qualifications are essential, we are open to early careers leaders who want to step up to the next level, or experienced leaders who wish use their experience for the benefit of our community in a beautiful environment that is second to none.

As the ideal candidate and our new Manager of Planning and Development, you are an inspiring, leader with an exceptional knowledge of planning in growth oriented environments. In addition, you are known for your exceptional communications skills, your collaborative nature and commitment to customer service excellence and accountability in a team environment.

Reporting to the Chief Administrative Officer, the Manager of Planning and Development is responsible for providing professional planning and community development services and programs for the Township. This position provides planning expertise in all aspects of land use planning. The Planner is responsible for developing planning policies and providing professional advice on local, regional, and provincial planning initiatives. The Planner is responsible for reviewing and processing development applications, including Official Plan Amendments, Zoning By-law Amendments, Site Plans, and other Planning Act applications.


IDEAL QUALIFICATIONS

  • Key consideration for this role: While a planning background and qualifications are essential, we are open to early careers leaders who want to step up to the next level, or experienced leaders who wish use their experience for the benefit of our community in a beautiful environment that is second to none.
  • Education and Designations: Post-secondary education in Urban or Regional Planning or equivalent and a current designation as a Registered Professional Planner and membership with OPPI or CIP.
  • Planning: Minimum of five (5) years’ relevant professional experience in planning and development services; municipal experience is consider an asset.
  • Business Experience: General knowledge and experience in planning, development services, urban design, site servicing, storm water management and local government responsibilities.
  • Critical Thinking: Ability to analyze complex planning and development services issues in order to evaluate alternative solutions, develop sound conclusions, recommendations and courses of action.
  • Teamwork: Proven ability to contribute effectively in a dynamic team environment.
  • Resource Management: experience and ability managing staff resources and projects.
  • Relationship Management: Ability to establish and maintain effective working relations with our council, staff, private and public stakeholders and community.
  • Legislation: Thorough knowledge of Ontario Planning Act, Municipal Act, OMB/LPAT regulations and procedures, Municipal By-laws, the Provincial Policy Statement and other related legislation and guidelines.
  • Technical: Demonstrated knowledge of a range of software programs, GIS applications, database and proficiency with the MS-Officer product suite. Ability to read blueprints, business plans, CAD drawings and surveys.
  • Communications: Exemplary verbal and written communication skills including the ability to manage complex political relationships & speak in public forums.
