The Manager, Human Resources and Organizational Development is accountable for the delivery of NHC’s human resource functions which includes strategic recruitment and hiring, training and development, Inuit employment initiatives, organization design, employee relations, and performance and attendance management. The incumbent will provide strategic planning advice and decision-making support to NHC management on human resources initiatives and operations. The incumbent will also provide human resources support services to Nunavut’s Local Housing Organizations (LHOs).


Key responsibilities of the successful candidate will also include:

  • Ensuring established human resource standards and procedures are clearly understood, precisely followed, and properly documented;
  • Providing strategic advice on HR legislation, policy, collective agreements (GN & LHO), Employment Standards, and relevant Acts;
  • Developing and delivering HR related training to NHC management and staff;
  • Overseeing the Oracle Fusion Cloud leave and attendance system and supervising all auditing regarding leave and attendance for the corporation;
  • Providing on-going guidance and support to senior staff on performance and employee management; and
  • Managing the administration of the NHC’s staffing and organizational development activities.


The knowledge, skills, and abilities required for this job are usually obtained through the completion of a university degree in a related field, and Five (5) years of progressive human resources management experience and two (2) years supervisory experience in a related setting. The following competencies and experience will be considered as assets: experience working in the public sector and in a unionized environment; education and/or training in alternate dispute resolution, Hay Method Job Evaluations, performance management, and human resources information systems (including Oracle Fusion Cloud); and possession of a CHRP Designation.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
