Higher Talent is currently seeking an experienced Chief Administrative Officer (CAO) to join the leadership team at Central Region Service Board/Central Newfoundland Waste Management (CRSB/CNWM), a progressive and innovative organization based in Norris Arm North, Newfoundland and Labrador.

THE ROLE:


The Chief Administrative Officer (CAO) is accountable for providing overall leadership and strategic direction in the management of CRSB/CNWM, facilitating the articulation of its vision and mandate, creating the processes and structures needed for their implementation and developing the mechanisms to evaluate the outcomes achieved through the process, as well as, providing expert advisory, strategic and program support services to the Board on all issues related to the organization. The Chief Administrative Officer is accountable to the Board, and the Manager of Finance and Administration, Executive Assistant, Manager of Operations and Water/Waste Water Specialist report directly to the CAO.


KEY FUNCTIONS:

  • The Chief Administrative Officer is the chief advisor to the Board on all matters related to the management of CRSB/CNWM, in accordance with its legislation, policies, vision and mandate.
  • Responsible for championing a strategic legislative and governance framework and defining short—and long-term approaches to implementing programs, services, policies, systems, and operational processes supporting the board's strategic goals and direction.
  • Oversees, manages and directs the operations of the CRSB/CNWM and is responsible for formulating and implementing operational structures, policies and procedures for the organization under the general policy direction of the Board and that staff work within this framework.
  • Provides advice and support to the Board on all policy, legislative requirements, and financial and human resource requirements, including supporting the Board; providing briefing and guidance with respect to provincial and national issues as they relate to the mandate of the Board, especially those of a sensitive nature; and providing advice on potential implications for the Board arising from a wide range of sources both inside and outside the organization.
  • Oversees the preparation of briefing notes, position papers, and other executive documentation to assist the Board in gaining approval for new directions and priorities and in responding to the needs and concerns of other stakeholders.
  • Provides leadership to guide CRSB/CNWM in the attainment of strategic and business objectives; manages operations in a responsible and cost-effective manner, meeting defined service quality standards while respecting the laws and regulations governing the association; recruits the best available staff, leading and inspiring them, while holding them accountable and providing honest, constructive feedback, as well as, developing their potential; encourages learning and promotes equity, values and ethics.
  • Develops and sustains strong internal and external consultation processes to enhance the leadership for the organization while encouraging the active participation of all involved levels of interest in order to drive, lead or guide the success of CRSB/CNWM.
  • Conducts senior-level representational, promotional, and advocacy activities with officials of the provincial and municipal governmental and private sectors related to the regulatory, policy, promotion, and program responsibilities of CRSB/CNWM.
  • Plans and oversees the development of CRSB/CNWM's annual operational and capital budgets. Monitors throughout the year to ensure adherence to budget objectives.
  • Oversees the development and implementation of business development and contract management programs, initiatives and activities, ensuring that CRSB/CNWM takes all available opportunities for expansion in accordance with the organization's goals and objectives.
  • Plans and makes recommendations to the Board concerning the maintenance and construction of CRSB/CNWM's property, facilities, and services and for the development, expansion, and improvement of them.
  • Represents CRSB/CNWM on various provincial and national committees.


OUR IDEAL CANDIDATE:

  • Business Degree in Administration and or Economics
  • Coursework toward a professional designation in either
  • Accounting
  • Engineering
  • Other municipality-related designation
  • At least five years of progressive organizational leadership
  • Proven track record in strategic leadership, operational efficiency and team development
  • Knowledge of various pieces of legislation related to municipal governance
  • Experience in board governance and reporting, strategic planning business planning and financial management
  • Excellent communication skills, oral and written
  • Demonstrated skill in strategic financial and operational management and long-term planning
  • Strong analytical and problem-solving skills
  • Ability to foster and lead a high-performing team and positive workplace culture
